East Renfrewshire Council, on behalf of its Health and Social Care Partnership, is inviting suitably qualified providers to join its Supported Living Services Flexible Framework Agreement, with an estimated total value of £150,000,000 excluding VAT over a potential 10-year period.
The framework will cover adult and child supported living services across East Renfrewshire. It will allow new providers to join after its initial establishment, supporting flexibility and continued provider participation throughout the contract term.
The framework is divided into two lots:
Providers may submit tenders for both lots.
Successful providers will deliver supported living services in the communities identified by East Renfrewshire Council, including Barrhead, Neilston and Uplawmoor, Thornliebank, Netherlee and Giffnock, Clarkston, Busby and Eaglesham, and Newton Mearns.
Call-off contracts will be allocated according to the geographical areas providers confirm they can serve. Successful providers will be awarded work through direct award, but there is no guarantee of any minimum level of business under the framework.
Providers will also be expected to:
The opportunity is open to suitably qualified providers able to deliver adult and/or child supported living services. Providers must meet the regulatory, staffing, financial, insurance and security requirements set out in the tender documentation.
For financial assessment, the Council will consider an independent Creditsafe risk report. Bidders with a business failure risk score below 30 will not be considered further. Organisations not registered with Creditsafe, such as charities, new businesses and sole traders, must submit two years of financial accounts, including profit and loss statements and balance sheets. Successful providers are expected to maintain a Creditsafe score of at least 30 throughout the contract.
The following maximum rates apply for 2026–2027:
Commercial submissions exceeding these limits will not be accepted.
Community benefits will apply where a provider has been awarded contracts with an accumulated annual value of £50,000 or more. The Council will review commissioned work annually and agree relevant community benefit outcomes and delivery methods with providers.
Tenders will be assessed using the following published weightings:
The framework will be established with multiple providers. The Council may reopen it annually to support growth and innovation, allowing new providers to apply to join during its term.
This opportunity may be relevant to supported living providers working with adults or children who require support in the community. The substantial potential contract value and flexible framework structure offer scope for providers across East Renfrewshire, although actual work allocated will depend on local requirements and call-off decisions.
