Street Outreach Response Team Service for Rough Sleepers in the London Borough of Hackney

The London Borough of Hackney is seeking a provider to deliver a Street Outreach Response Team (SORT) service for people sleeping rough across the borough, with an estimated contract value of £1.8 million excluding VAT.

The service will respond to instances of rough sleeping in Hackney, with a focus on helping individuals move rapidly from the streets into accommodation and preventing people who are new to rough sleeping from becoming entrenched.

The Council’s approach is that people who are new to the streets should be supported into accommodation before spending a second night sleeping rough.

For individuals experiencing more entrenched rough sleeping, the service will be expected to provide holistic and personalised support aimed at addressing patterns of behaviour and helping people make a sustainable move away from the streets.

Key Service Requirements

The Street Outreach Response Team will focus on responding to rough sleeping and supporting individuals towards appropriate accommodation.

The service approach will include:

  • Rapidly supporting people away from rough sleeping and into accommodation
  • Early intervention for people who are new to the streets
  • Personalised support for people experiencing entrenched rough sleeping
  • Building individual relationships and developing trust
  • Coordinating services around the needs of rough sleepers
  • Delivering targeted interventions
  • Supporting individuals into accommodation
  • Helping prevent people from returning to rough sleeping

The opportunity is identified as particularly suitable for small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs).
