The Police and Crime Commissioner for Devon and Cornwall and the Isles of Scilly is seeking a specialist provider to deliver a stalking service across Devon, Cornwall and the Isles of Scilly.
The service will address stalking-related harm through perpetrator assessment and intervention, independent victim advocacy, safeguarding, dynamic risk management, professional development, monitoring and system learning.
The contract is expected to commence on 12 October 2026 and run until 31 March 2029, with an estimated value of £1 million excluding VAT.
The commissioned service will form part of the wider multi-agency response to stalking and is intended to complement existing police, probation, safeguarding, victim support and protective order arrangements. It will not replace the statutory responsibilities of other agencies.

The service is intended to support the objectives of the Home Office Domestic Abuse and Stalking Perpetrator Interventions Fund, subject to confirmation of funding.
The Authority has structured the expected outcomes across three areas.
Provider-Controlled Deliverables will include activities directly within the provider’s control, such as processing referrals, completing assessments, making advocacy offers, delivering interventions and training, undertaking risk reviews, making safeguarding escalations and submitting reports.
Provider-Influenced Outcomes include areas where the provider is expected to make an evidence-informed contribution, including improved victim safety, greater perpetrator accountability, reduced dynamic risk indicators, improved engagement and referral quality, and stronger multi-agency risk management.
System-Level Impacts cover longer-term outcomes to which the service may contribute but which cannot be attributed solely to the provider. These include reduced repeat victimisation, serious harm and repeat police contact, alongside strengthening the wider local response to stalking.
