Short Term and Reablement Service

Hampshire County Council has launched a procurement for the delivery of its Short Term and Reablement Service, supporting adults to maximise their independence through short-term, person-centred care delivered in their own homes.

According to the Council, the service is available to eligible adults aged 18 and over who are ordinarily resident in Hampshire and require short-term domiciliary care to maximise independence, prevent deterioration, avoid hospital admission, support timely discharge from hospital, or enable assessment of longer-term care and support needs. The service adopts a strengths-based approach focused on recovery, independence and achieving outcomes that matter to individuals.

The Council intends the service to help people remain safely at home, reduce reliance on long-term commissioned care where appropriate, prevent or delay admission to residential or nursing care, and support effective flow across the wider health and care system. Providers will also be expected to work collaboratively with individuals, carers, families, health organisations and partner agencies to deliver coordinated care and support.

The contract will commence on 30 November 2026 and run for five years, ending on 29 November 2031.

Lots

The procurement has been divided into seven geographical lots:

• Lot 1 – Mid Hampshire West (MHW)
• Lot 2 – South West Hampshire (SWH)
• Lot 3 – Mid Hampshire Central (MHC)
• Lot 4 – Mid Hampshire East (MHE)
• Lot 5 – South East Hampshire (SEH)
• Lot 6 – North Hampshire East (NHE)
• Lot 7 – North Hampshire West (NHW)

The Council has confirmed that Lots 1 and 2 are linked and must be bid for together. Bidders may submit tenders for a maximum of two lots, or three where submitting a joint tender for the linked Lots 1 and 2. A single organisation will not be awarded more than two lots, or more than three where awarded the linked lots.

Service Delivery

The service is intended as a short-term intervention, with support normally delivered for between 14 and 21 days, although support may continue for up to 28 days where required to achieve the intended outcomes or until longer-term arrangements are in place.

Throughout the intervention, providers will be expected to promote independence and support timely exit from the service, including transition to community services, other appropriate services or longer-term care where necessary.

Evaluation Criteria

The Council has confirmed that the procurement will be assessed on:

• Quality/Technical – Percentage not disclosed
• Price/Commercial – Percentage not disclosed

Quality will be assessed through pass/fail statements covering compliance with regulatory standards, insurance, staffing, quality of service delivery and safeguarding. Price will be evaluated on the lowest-priced bid for each lot, subject to due diligence and any applicable tie-break procedures.

CQC and Regulatory Requirements

Providers must:

• Hold and maintain the appropriate Care Quality Commission (CQC) registration throughout the contract.
• Be rated Good or Outstanding by the CQC to apply.
• Hold the relevant CQC registration categories and service specialisms for the client groups they support.
• Be registered with the Central Digital Platform (CDP).
• Hold Information Commissioner’s Office (ICO) registration.
• Maintain appropriate Disclosure and Barring Service (DBS) compliance.
• Demonstrate compliance with NICE Home Care for Older People Quality Standard QS123.
• Maintain a Business Continuity Plan and appropriate cyber security arrangements.
