Westminster City Council, working jointly with the Royal Borough of Kensington and Chelsea, is recommissioning a community-based Sexual Health Promotion, Prevention and Support Service across the two boroughs.
The service will deliver a comprehensive model of sexual health promotion, prevention and non-clinical support, with the aim of improving sexual health outcomes and reducing health inequalities. The service forms part of the Councils’ statutory public health responsibilities under the Health and Social Care Act 2012.
The successful provider will be responsible for delivering a range of services, including:
The service will place a strong emphasis on reducing health inequalities and supporting high-risk or underserved groups, including young people, LGBTQ+ residents, people with learning disabilities and ethnically diverse communities.
The Councils have confirmed that delivery is suitable for partnership-based models and welcome submissions from single providers, consortia and organisations proposing subcontracting arrangements.

Contract Value – £6,993,000 excluding VAT
Delivery Length – 1 April 2027 to 31 March 2032, with the option to extend for up to a further two years

The procurement will be conducted under the Health Care Services (Provider Selection Regime) Regulations 2023 (Provider Selection Regime). The Contracting Authority has confirmed that the Public Contracts Regulations 2015 and the Procurement Act 2023 do not apply to this procurement.
The procurement documentation states that pre-procurement market engagement was undertaken, including a supplier engagement event and stakeholder discussions, to help inform the service specification, delivery model and procurement strategy. Information gathered through this process has been anonymised and made available to all bidders to ensure equal treatment.
All procurement activity, including clarification questions and tender submissions, will be managed through Westminster City Council’s Jaggaer e-procurement portal.
