SCC DW Short Breaks for Children with Disabilities

Surrey County Council is commissioning a range of Short Breaks services for children and young people (CYP) with disabilities and additional needs, aimed at supporting positive outcomes for both children and families across Surrey.

According to the Council, high-quality Short Breaks services provide children and young people with positive and enriching experiences that help them:

  • Build friendships
  • Increase confidence
  • Improve emotional and physical wellbeing

The services are also intended to provide parents and carers with a break from caring responsibilities, supporting their own wellbeing and enabling time with other family members.

The Council highlighted its statutory duty to provide a range of Short Breaks services for children and young people with Additional Needs and Disabilities (A&ND), including provision during:

  • Daytime and overnight periods
  • Weekends
  • School holidays

Service Lots

The opportunity has been divided into eight lots:

  • Lot 1 – Play & Leisure all Additional Needs & Disabilities (AN&D)
  • Lot 2 – Play & Leisure Autism
  • Lot 3 – Play & Leisure Complex Health Needs
  • Lot 4 – Play & Leisure Visual Impairment (VI)
  • Lot 5 – Play & Leisure Complex Needs Support
  • Lot 6 – Overnight Short Breaks
  • Lot 7 – Family Breaks
  • Lot 8 – Innovation Fund

Lot 5 is intended for children and young people with complex needs or multiple disabilities requiring 1:1 or 2:1 support within a setting.

Lot 7 focuses on Family Breaks for whole families of children and young people with complex needs or multiple disabilities.

Local Property Requirements

The Council confirmed that all properties proposed as part of block contract mini-competitions for Lots 1 to 6 must be located within the geographic boundary of Surrey.

Ofsted Requirements

All Overnight Short Break services, where applicable, must be registered and compliant with Ofsted expectations and hold a rating of “Requires Improvement” or above.

The Council stated that:

  • Providers rated “Good” or “Outstanding” will be prioritised during bid awards
  • Providers with an Ofsted grade of “Inadequate” or “Not Met” will be disqualified from joining the DPS

The commissioning programme reflects ongoing demand for specialist short break and respite services supporting children and young people with disabilities, alongside wider family wellbeing support across Surrey.
