Sandwell Metropolitan Borough Council is inviting tenders for the delivery of the SANDWELL 0-19 YEARS HEALTHY CHILD SERVICE, a community health service designed to support babies, children, young people and families across the borough.
The Council is seeking a provider to deliver a high-quality, evidence-informed and outcomes-focused Healthy Child Service for children and young people aged 0 to 19 years, or up to 25 years for care leavers and those with special educational needs or disabilities (SEND). The service forms part of the Council’s vision to give every child the best start in life and reduce health inequalities across Sandwell.
The service is intended to ensure a healthy start to life, identify and address health needs early, prevent health problems, support school readiness and learning, protect children and families, and promote equity in access and outcomes. Delivery will be based on the principle of proportionate universalism, providing a universal service alongside targeted and specialist support where assessed need is identified.
The Council intends to award a single contract, although delivery may be through one provider, a provider with subcontracting arrangements, or a consortium, subject to the evaluation process.

Contract Value – £55,088,600 (excluding VAT)
Delivery Length – 1 April 2027 to 31 March 2030, with the option to extend for up to a further two years until 31 March 2032.
