Rough Sleeping Outreach and Navigator Procurement

Oldham Metropolitan Borough Council is seeking a provider to deliver its Rough Sleeping Initiative (RSI) Navigator service, supporting work to prevent rough sleeping and help people experiencing entrenched rough sleeping move into and sustain suitable accommodation.

RSI services are designed to prevent rough sleeping wherever possible and, where it does occur, ensure it is rare, brief and non-recurring. Outreach workers identify and engage people sleeping rough across the borough and support them into appropriate accommodation pathways, while the Navigator service provides ongoing support focused on tenancy sustainment.

The contract has an estimated value of £300,000 excluding VAT, with the initial term expected to run from 1 December 2026 to 30 November 2029.

Service Requirements

The RSI Navigator service will contribute to the three principles identified within the Oldham Rough Sleeping Plan:

  • Prevention – stopping people from sleeping rough for the first time
  • Intervention – supporting people currently sleeping rough to move off the streets
  • Recovery – supporting people who have previously slept rough to prevent a return to the streets

The appointed provider will be responsible for sourcing accommodation and developing effective networks of support for people experiencing rough sleeping across the borough.

Tenancy sustainment will be a key part of the service, particularly for an identified cohort of entrenched rough sleepers. Support will continue as individuals move through temporary accommodation schemes, including A Bed Every Night (ABEN), and into independent tenancies in either the social or private sector.

The service will be commissioned using grant funding awarded to the Council. The most recent RSI Navigator funding award from the Greater Manchester Combined Authority (GMCA) runs from 1 April 2026 to 31 March 2029.

Contract Value: £300,000 excluding VAT (£360,000 including VAT)

Delivery Length: 1 December 2026 to 30 November 2029, with a possible extension to 30 November 2031. Extensions may be offered for a further 1+1 years, subject to continued funding, satisfactory standards, achievement of contractual KPIs and continued value for money. The maximum overall contract term will be five years.

The opportunity has been identified as particularly suitable for small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs).

Evaluation Criteria

Tender submissions will be evaluated on:

  • Technical / Quality Assessment: 90%
  • Social Value: 10%

Suppliers will be expected to provide evidence within their quality and technical responses demonstrating their capability to deliver the required services.

The procurement is being conducted through an Open procedure.

The opportunity provides a commissioning route for organisations experienced in rough sleeping, homelessness, housing support and tenancy sustainment.

The service is intended to provide continuity of support beyond initial outreach, helping people experiencing entrenched rough sleeping progress through temporary accommodation and into sustainable independent tenancies while contributing to Oldham’s wider prevention, intervention and recovery approach.
