Residential and Nursing Care Home Services

Staffordshire County Council is continuing its Dynamic Purchasing System (DPS) for Residential and Nursing Care Home Services, covering a wide range of long-term, short-stay, and respite care placements across the county.

The DPS includes 10 separate lots covering residential and nursing provision for different client groups:

Residential Care Lots

  • Lot 1 – Residential Older People
  • Lot 2 – Residential Dementia
  • Lot 3 – Residential Physical Disability / Sensory Impairment
  • Lot 4 – Residential Learning Disability / Autism Spectrum Disorder
  • Lot 5 – Residential Mental Health

Nursing Care Lots

  • Lot 6 – Nursing Older People
  • Lot 7 – Nursing Dementia
  • Lot 8 – Nursing Physical Disability / Sensory Impairment
  • Lot 9 – Nursing Learning Disability / Autism Spectrum Disorder
  • Lot 10 – Nursing Mental Health

Providers can apply to join the DPS and, once admitted to the relevant lot or lots, may bid for individual placements through Call Off opportunities issued by the Council.

The Council noted that the original DPS operated from 14 July 2014 to 13 July 2021 before being extended.

Evaluation Process

At the DPS admission stage, suppliers will undergo:

  • Selection Questionnaire and compliance review
  • Financial standing checks

The number of suppliers admitted onto the DPS is not restricted.

At Call Off stage, placements may be awarded through either:

  • Standard Award Procedure
  • Emergency Award Procedure

The award criteria applied at Call Off stage will be outlined within the individual opportunity and may include:

  • 80% price / 20% current CQC rating
  • 80% price / 20% written statement
  • 100% price

CQC Requirements

Providers delivering regulated care placements must hold registration with the Care Quality Commission, or an equivalent regulator within their country of operation.

For Call Off opportunities, providers must hold a CQC rating of “Requires Improvement” or above.

The Council also confirmed that where a provider’s CQC registration states that nursing care must not be provided, the supplier must remove themselves from all nursing lots within the DPS.

The long-running DPS continues to provide ongoing opportunities for residential and nursing care providers supporting adults with a wide range of care and support needs across Staffordshire.
