RCC-1608-2 Residential Children’s Home Management and Service Delivery

Rutland County Council is seeking an experienced care provider to manage and deliver services within a new children’s residential home in Rutland.

The Council has purchased the property, which is currently being refurbished following early market engagement. The successful provider will operate the home under contract with the Council and will enter into a lease agreement for the property. Department for Education (DfE) funding has been secured, with the home expected to open in early 2027.

Service Overview

The successful provider will be responsible for the management and delivery of services within the new children’s residential home.

Key elements of the opportunity include:

  • Management and delivery of residential children’s home services.
  • Operation of a Council-owned property under a lease agreement with Rutland County Council.
  • Recruitment of staff to enable the home to become operational in early 2027.
  • Delivery of services in line with the requirements supported by Department for Education (DfE) funding.
  • Compliance with the service requirements set out within the tender documentation.

Rutland County Council has confirmed that additional market engagement has been undertaken to inform the service model and refurbishment of the property.

Deadline: 28 August 2026 – 12:00pm

Contract Value: £900,000 excluding VAT (£1,080,000 including VAT)

Delivery Length: 1 January 2027 to 31 December 2032, with the option to extend for a further five years, giving a maximum contract term of 11 years.

Evaluation Criteria

Tenders will be evaluated using:

  • Quality (including Social Value) – 70%
  • Price – 30%

Participation Requirements

The opportunity is suitable for:

  • Small and medium-sized enterprises (SMEs).
  • Voluntary, Community and Social Enterprises (VCSEs).

Procurement Information

The procurement will be conducted using an Open Procedure under the Light Touch Regime.

The Council has confirmed that a previous procurement exercise was undertaken and that pre-market engagement had already been completed. No further market intelligence was considered necessary before reissuing this opportunity.

The successful provider will be expected to enter into a lease with Rutland County Council for the residential property, with example Heads of Terms included within the tender documents.

Electronic tender submissions are required via the Proactis Due North procurement portal.

This opportunity offers experienced children’s residential care providers the chance to establish and operate a new Council-owned children’s home, supporting local provision for children and young people within Rutland.
