Rutland County Council is seeking an experienced care provider to manage and deliver services within a new children’s residential home in Rutland.
The Council has purchased the property, which is currently being refurbished following early market engagement. The successful provider will operate the home under contract with the Council and will enter into a lease agreement for the property. Department for Education (DfE) funding has been secured, with the home expected to open in early 2027.
The successful provider will be responsible for the management and delivery of services within the new children’s residential home.

Contract Value: £900,000 excluding VAT (£1,080,000 including VAT)
Delivery Length: 1 January 2027 to 31 December 2032, with the option to extend for a further five years, giving a maximum contract term of 11 years.

The procurement will be conducted using an Open Procedure under the Light Touch Regime.
The Council has confirmed that a previous procurement exercise was undertaken and that pre-market engagement had already been completed. No further market intelligence was considered necessary before reissuing this opportunity.
The successful provider will be expected to enter into a lease with Rutland County Council for the residential property, with example Heads of Terms included within the tender documents.
