Knowsley Council is seeking a provider to deliver a Rough Sleeping Outreach and Single Homelessness Navigation Support Service across the borough. The contract will provide a responsive outreach service for people sleeping rough, alongside intensive housing-related navigation support for rough sleepers and single homeless people.
The successful provider will also deliver floating support to residents living within shared accommodation currently comprising 26 bed spaces across 11 properties, with the potential for this provision to increase during the contract term. The service is intended to help former homeless people with low to medium support needs sustain their accommodation and progress towards independent living.
The Council requires interventions that support individuals to become tenancy ready, secure a positive housing outcome or successfully sustain shared accommodation, enabling them to develop the confidence and practical skills needed to maintain an independent tenancy.
The provider will be expected to work collaboratively with a range of partner organisations to coordinate appropriate support for service users. This includes, but is not limited to:

Contract Value: £1,450,000 (including VAT)
Delivery Length: Initial term from 1 September 2026 to 31 March 2029, with the option to extend for up to 36 months, giving a potential maximum contract term to 31 March 2032. The Council may implement extensions in varying durations, and the contract may also conclude once the maximum contract value has been reached.
