Provision of Young Persons Supported Accommodation Service

Blaenau Gwent County Borough Council has launched a procurement for the Provision of Young Persons Supported Accommodation Service, providing 24-hour housing-related support for young people aged 16 to 25 across the Gwent Valleys.

The successful provider will deliver a supported accommodation service designed to help young people develop the skills, confidence and independence required to move into their own homes within the community. The service will operate on a 24/7 basis and provide a safe, empowering environment that supports individuals to achieve positive outcomes and prepare for independent living.

The Council states that the service aligns with its commitment to reducing health inequalities and improving outcomes for local communities through the Marmot principles. These include giving every child the best start in life, enabling people to maximise their capabilities, creating healthy and sustainable communities, tackling discrimination and promoting health equity.

Deadline – 24 July 2026 – 12:00pm

Contract Value – Not disclosed

Delivery Length – Three years commencing 1 September 2026, with the option to extend for up to a further two years in 12-month intervals, subject to performance and funding.

The procurement will be evaluated using:

  • Quality – 80%
  • Price – 20%

Requirements

The procurement documentation states that providers will be required to hold the following minimum insurance cover:

  • Public Liability Insurance of not less than £5 million
  • Employers’ Liability Insurance of not less than £10 million
  • Professional Indemnity Insurance of not less than £2 million

Bidders must also demonstrate compliance with a range of organisational policies, including safeguarding, modern slavery, whistleblowing, anti-bribery and employment policies. Tender submissions will include completion of the Selection Questionnaire, case studies and quality responses.

Suppliers bidding for this opportunity must be registered on the Central Digital Platform (CDP) to be eligible to submit a tender. The contracting authority has confirmed that tenders may be submitted in either English or Welsh.
