Provision of Primary Care Sexual and Reproductive Health Services 2026-2029

Bedford Borough Council is seeking providers for the delivery of Primary Care Sexual and Reproductive Health Services under its Public Health Enhanced Services (PHES) programme.

The procurement covers a range of sexual health and contraceptive services delivered through GP practices, primary care settings, pharmacies, and community health and wellbeing settings across the borough.

According to the Council, the service aims to improve access to high-quality contraception, sexual health screening, and treatment services, with a particular focus on accessibility, prevention, and early intervention for young people.

Primary Care Service Requirements

Under the PHES primary care offer, GPs and other eligible primary care settings will have the opportunity to provide Long-Acting Reversible Contraception (LARC) services for contraceptive purposes outside of the standard General Medical Services (GMS) contract.

The service includes:

  • Fitting of Long-Acting Reversible Contraception (LARC)
  • Follow-up appointments
  • Removal of LARC devices
  • Provision of Sub-Dermal Implants (SDIs)
  • Provision of Intrauterine Devices and Systems (IUD/IUSs)

The Council confirmed that the procurement does not alter the existing GMS contractual requirement for practices to continue providing:

  • General sexual health advice
  • Barrier contraception
  • Oral contraceptives
  • Contraceptive injections

Primary care providers may also deliver:

  • Chlamydia and Gonorrhoea screening for young people aged 15–24
  • Chlamydia treatment services

Pharmacy and Community-Based Services

Pharmacies and other community health and wellbeing settings may also participate in the PHES programme by delivering:

  • Chlamydia screening services
  • Gonorrhoea screening alongside Chlamydia testing
  • Chlamydia treatment for young people aged 15–24
  • Partner treatment services for individuals aged over 25 where applicable

The Council stated that the service is intended to improve access to sexual health screening and treatment within community settings and encourage early diagnosis and treatment.
