Provision of Individual, bespoke Community Packages of Care for Children and Young People aged 0 – 18 years with Continuing Care Needs to enable Children and Young People to be cared for in their home

East of England Community Health and Care NHS Trust is establishing a framework for bespoke community packages of care for children and young people aged 0–18 with continuing care needs.

The framework will support children and young people to receive care within their own homes, with packages delivered by registered and non-registered healthcare professionals according to individual needs.

Support may include personal and social care, complex clinical interventions, medication assistance, waking night care, behaviour management, developmental play activities and nursing interventions.

The framework has an estimated value of £2.4 million excluding VAT and will operate under the Provider Selection Regime (PSR).

Lots Available

The framework is divided into five lots:

• Lot 1 – Standard Package: Care workers providing personal care and manual handling support, following individual care plans.
• Lot 2 – Enhanced Package: Higher-level support for children and young people with complex needs, including temporary packages designed to support discharge from hospital or end-of-life care.
• Lot 3 – Registered Nurse Package: Qualified nursing support for children and young people with highly complex or fluctuating needs requiring clinical oversight and decision-making.
• Lot 4 – Domiciliary Package: Nursing or care worker support for children with complex needs during pre-school and after-school hours.
• Lot 5 – School Support Package: Nursing or care worker support for children with complex healthcare needs while attending school, including specified medical interventions and support travelling to and from school where required.

The Trust anticipates reopening the framework in August 2027, 2028, 2029 and 2030, although this schedule may be adjusted in response to operational requirements.

CQC Requirements

All framework providers must be registered with the Care Quality Commission (CQC) to deliver care in people’s homes, including registration for the Treatment of Disease, Disorder or Injury.

Providers will also be responsible for ensuring care staff receive the specific training required to meet the individual needs of children and young people supported through the framework.

The opportunity provides community care and complex healthcare providers with access to a five-year NHS framework supporting children and young people with continuing care needs across the East of England.
