Prosthetics and Orthotics Rehabilitation Service

The Ministry of Defence is seeking a contractor to provide a specialist prosthetic and orthotic rehabilitation service at the Defence Medical Rehabilitation Centre (DMRC).

The service forms part of DMRC’s Interdisciplinary Team approach to rehabilitation and supports severely injured Service Personnel through on-site prosthetic and orthotic provision.

DMRC has a purpose-built prosthetics and orthotics department incorporating clinical, administrative, manufacturing and workshop capabilities. The successful contractor will operate this specialist capability and support the timely delivery of rehabilitation services to both inpatients and outpatients.

The requirement includes prosthetic provision following primary upper and lower limb amputations, including patients with additional complex needs. The contractor will also support established prosthetic users with complex requirements or high-level demands.

Orthotic services will be required for patients experiencing a range of complex orthopaedic, musculoskeletal and neurological conditions requiring orthotic devices.

Services will be delivered on-site to reduce delays and maximise patients’ rehabilitation potential.

Service Requirements

The contractor will be responsible for delivering services including:

• Prosthetic provision following primary upper and lower limb amputation, including cases involving additional complex needs
• Management of established prosthetic users with complex needs and/or high-level demands
• Orthotic care for patients with complex orthopaedic, musculoskeletal and neurological conditions
• Services for both inpatients and outpatients
• Provision of a prosthetic and orthotic management IT system to support service delivery

The core clinical delivery hours are 8:00am to 5:00pm Monday to Thursday and 8:00am to 1:30pm on Fridays.

Routine and emergency appointments will be provided within normal working hours, with no out-of-hours service requirement disclosed.

Surge Capability

The Ministry of Defence may invoke a surge capability where there is a significant increase in demand.

Under these circumstances, the contractor will be required to provide additional prosthetist, orthotist and technician capacity within short timescales.

This additional capacity will be used to manage increased patient numbers while maintaining service levels and timely clinical delivery.

Security and Personnel Requirements

All staff delivering the service will require a Disclosure and Barring Service check and a security check through the National Security Vetting Service.

The opportunity provides a significant specialist healthcare contract for organisations capable of delivering complex prosthetic and orthotic rehabilitation within a multidisciplinary defence rehabilitation environment. The initial four-year contract also includes the potential for a further two-year extension and requirements for additional clinical capacity when surge arrangements are activated.
