Plymouth Adults’ Care Home Framework (Reopening 2)

Plymouth City Council and NHS Devon Integrated Care Board are reopening the opportunity for registered residential and nursing care homes with a PL postcode to join the Plymouth Adults’ Care Home Framework.

The framework will support the commissioning of accommodation and care for people who require support because of age, disability or health conditions. Provision will range from assistance with everyday living through to nursing care for people with complex medical needs.

Providers will be expected to deliver individualised support that promotes safety, dignity and quality of life while responding to the assessed needs of people who draw on care and support.

The opportunity was originally published on 25 July 2025. The authorities have confirmed that a procurement termination notice was published in error on 27 July 2026 due to technical issues, resulting in the tender notice being re-issued.

Lots Available

The framework is divided into two lots:

Lot 1 – Residential Care Home with or without Nursing Services with a PL postcode

This lot covers residential care for people requiring support with daily living activities including bathing, dressing, eating and mobility, alongside provision for people with more significant or complex support requirements.

The scope includes specialised residential support for people whose needs may arise from physical disabilities, chronic medical conditions, mental health needs or developmental disabilities and who require continuous care and supervision.

Nursing provision is also included for people with complex medical needs or chronic health conditions requiring regular or continuous clinical oversight.

The framework also welcomes care homes capable of providing highly specialised and complex care for people with severe cognitive impairment, complex mental health needs, bariatric care requirements and/or behaviours that challenge beyond the requirements of Residential High or Nursing High Needs Care.

Lot 2 – Residential & Nursing Care Home Services Innovation

This lot incorporates the services described under Lot 1 while also allowing providers to self-select into a group that will work with commissioners on future approaches to complex care commissioning, contracting and procurement.

This work will continue previous engagement with the market and will include intermediate care and aspirations around pricing and staffing models that reduce the requirement for 1:1 support.

Providers may tender for one lot or submit for both lots.

Deadline: 27 September 2026, 12:00pm

Contract Value: £500,000,000 excluding VAT

Delivery Length: 9 November 2026 to 31 December 2030, with possible extensions to 31 December 2035. The original contract period is five years, with extension options of three years plus two years.

Framework Information

The procurement will establish an open framework, with an estimated scheme end date of 31 December 2035.

There is no maximum number of suppliers that can be appointed and no supplier fee will be charged. Awards made through the framework will be made without competition.

The framework may be used by the establishing parties only.

The authorities have also reserved the right during the contract term to procure additional services from appointed providers where required to respond to changing operational, demographic, legislative or strategic needs.

This may include additional care home placements, increased placement volumes, additional capacity, specialist provision, new service user groups or provision across additional geographical areas.

Changes may also be made in response to legislation, statutory guidance, commissioning requirements, funding arrangements, performance measures, reporting requirements, service specifications or Local Government Reorganisation, subject to the terms of the contract and applicable procurement legislation.
