Newcastle City Council has opened the first opportunity under its Mental Health Outreach and Social Inclusion Framework, seeking providers to deliver support services for people with mental health and related needs across Newcastle upon Tyne.

According to the procurement documents, the service is intended to provide a responsive and flexible delivery model that offers easy-to-access support and maximises people’s ability to live independently and safely within their community. The contract will run for 19 months from 1 September 2026 to 31 March 2028, with options to extend for up to a further 24 months.

The service will provide daily outreach support seven days a week between 7am and 11pm. The specification states that support should help people develop motivation, achieve their aspirations, goals and priorities, and establish and maintain independent living and social inclusion. Providers will also be expected to support people to improve their emotional and physical wellbeing, ensure their safety and help avoid hospital admissions and readmissions wherever possible.

The Council is seeking a collaborative approach, with providers working alongside organisations and professionals across the sector to deliver support tailored to individual needs. This may include peer support, access to community and health services, work experience, training and employment support. Providers will also be expected to develop neighbourhood community links and networks and support people to connect with opportunities within their local communities.

Service Overview

The service will:

  • Provide daily outreach support seven days per week between 7am and 11pm.
  • Support people to achieve aspirations, goals and priorities.
  • Support independent living and social inclusion.
  • Support emotional and physical wellbeing.
  • Help avoid hospital admissions and readmissions where possible.
  • Build positive working relationships with providers, organisations and professionals across the sector.
  • Develop neighbourhood community links and networks.
  • Support the management of risks associated with complex needs and behaviours.
  • Consider the use of assistive technology and innovative solutions to support outcomes and community connections.

The specification states that delivery should be underpinned by multidisciplinary support to address a range of health-related needs, including drugs and alcohol issues, physical health needs and secondary mental health diagnoses. The service should be delivered within a psychologically informed environment and include multidisciplinary working with health partners and linked specialists.

Regulatory Requirements

The procurement documents state that providers must hold Care Quality Commission registration and compliance. A Business Continuity Plan is also required.

Providers will be expected to demonstrate compliance with a range of legislation, including the Care Act 2014, Health and Social Care Act 2012, Mental Capacity Act 2005, Mental Health Act 1983 (as amended), Equality Act 2010 and Modern Slavery Act 2015.
