Redcar and Cleveland Borough Council has re-opened Lot 3 of its Ofsted Registered Supported Accommodation for 16-17 year olds contract, providing an ongoing opportunity for Ofsted Registered Supported Accommodation providers to join the Pseudo-Framework throughout the life of the contract.
The framework is intended to provide supported accommodation for children in care aged 16 and 17 on an as-required basis. There is no guaranteed volume of work under the arrangement, with placements to be commissioned as individual requirements arise. Accommodation must be located within the Tees Valley area.
The Council has confirmed that access to Lot 3 has now been extended to Middlesbrough Council. Each local authority will manage its own commissioning requirements and contractual arrangements independently, with Redcar and Cleveland Borough Council only responsible for its own contract requirements.
The estimated maximum value of Lot 3 over the full contract period is:
Successful providers will be admitted to the Pseudo-Framework following evaluation in accordance with the timetable published within the tender documentation. The framework will remain open for new submissions throughout the contract period.

Delivery Length: Estimated commencement from 1 March 2027 until 30 June 2031, with the option to extend by two further 12-month periods, giving a maximum term to 30 June 2033.

The contract allows for optional extension periods of two further 12-month terms. The published contract value represents the maximum value of Lot 3 across both participating local authorities rather than the value available to any individual supplier.
This opportunity reflects continued demand for Ofsted registered supported accommodation for looked after young people across the Tees Valley, while allowing additional providers to join the framework throughout its operation.
