North Northamptonshire Council is seeking a provider to deliver specialist supported housing services as part of its Temporary Accommodation Pathway for single homeless adults with high and multiple complex needs.

The service will provide and manage specialist supported accommodation within North Northamptonshire, combining intensive housing management with person-centred support to help individuals achieve and sustain positive accommodation outcomes.

The provision forms part of the Council’s wider homelessness prevention and temporary accommodation arrangements and will support people experiencing homelessness and rough sleeping.

Individuals accessing the service may have multiple and complex support needs, including mental health challenges, substance misuse, offending histories, dual diagnosis and other barriers that can affect their ability to live independently.

Service Requirements

The successful provider will be responsible for:

  • Managing and operating the supported accommodation provision
  • Delivering housing-related support and intensive housing management
  • Completing assessments, support planning and risk management
  • Providing safeguarding and welfare arrangements
  • Working collaboratively with health, substance misuse, criminal justice, housing and other support agencies
  • Supporting residents to progress towards independence and suitable move-on accommodation
  • Monitoring and reporting service performance and outcomes

The service will therefore require a coordinated approach to accommodation and support, with providers working alongside relevant agencies to address residents’ individual needs and support progression through the temporary accommodation pathway.

Contract Value: £453,024 including VAT

Delivery Length: 1 November 2026 to 31 October 2029, with the option to extend for up to a further 12 months to 31 October 2030 at the Council’s sole discretion
