NHS Humber North Yorkshire Integrated Care Board has launched a procurement for the Dental Clinical Assessment Booking Service (DCABS), a key component of the Yorkshire and Humber integrated urgent care system.
Managed by North of England Commissioning Support (NECS) on behalf of the Integrated Care Board, the service operates 24 hours a day, 365 days a year, providing dental clinical assessment, advice and appointment booking for patients requiring urgent dental care.
The service supports callers aged five years and over contacting the NHS 111 dental line by assessing the need for urgent dental treatment using the national dental urgent care module. Successful providers will deliver clinical advice through a “Consult and Complete” model, booking appointments directly with urgent dental treatment providers where clinically appropriate.
The service will also:

The procurement is being undertaken under the Healthcare Services (Provider Selection Regime) Regulations 2023 (PSR).
The successful provider will deliver an integrated urgent dental assessment and booking service that supports timely access to urgent dental care across Yorkshire and the Humber while promoting high-quality clinical advice, patient choice and improved access to treatment.
The contract will be awarded through a competitive Provider Selection Regime process, with competition documentation made available through the Atamis portal. The procurement documentation also advises that TUPE may apply, and providers are encouraged to undertake their own due diligence where relevant.
