NHS Surrey and Sussex Integrated Care Board (ICB) has opened applications for its Personalised Home Care Any Qualified Provider (AQP) contract covering adult All Age Continuing Care (AACC) funded home care services across Sussex.
The procurement is being run as a competitive process with multi-provider award under the Healthcare Services (Provider Selection Regime) Regulations 2023. The contract will be used to commission personalised home care services for individuals assessed as eligible for Continuing Care funding, including NHS Continuing Healthcare (CHC), Fast Track end-of-life care and other continuing care requirements.
According to the procurement documents, the contract covers the personalised commissioning of adult All Age Continuing Care funded home care for eligible individuals in Sussex. The arrangement includes both specialist and non-specialist home care services delivered under defined Care Tiers.
Services must be delivered by Care Quality Commission registered home care providers operating a domiciliary care service, or by CQC registered hospice providers delivering hospice at home services.
The ICB has confirmed that providers will be able to select the Care Tiers and geographical areas they are able to deliver. Providers will not be required to deliver all Care Tiers or operate across all areas covered by the contract.

The procurement documents state that the AQP list will become the primary route used by the ICB to commission CHC home care packages across Sussex.
All providers that satisfy the eligibility and qualification requirements will be awarded a contract and admitted onto the AQP list.
The ICB has confirmed that there is no limit to the number of providers that may join the arrangement.
To be eligible, providers must operate at least one Care Quality Commission registered service location that is not rated “Inadequate”.
