NENC ICB Central Acute Respiratory Infection Service (Temporary/Winter Pressures) Most Suitable Provider Process

NHS North East and North Cumbria Integrated Care Board (NENC ICB) has launched a Most Suitable Provider (MSP) process for the provision of temporary Acute Respiratory Infection (ARI) services across its Central region to support increased demand during periods of winter pressure.

The procurement covers seven separate contracts, each designed to provide additional short-term capacity for ARI services within specific localities. Providers wishing to participate must submit an Expression of Interest by the published deadline and demonstrate that they have suitable premises capable of delivering equitable access to the service. The ICB has confirmed that no additional funding will be provided for mobilisation or premises costs.

The opportunity has been divided into the following lots:

  • Lot 1 – Durham Dales
  • Lot 2 – Chester Le Street
  • Lot 3 – Central Durham
  • Lot 4 – Derwentside
  • Lot 5 – South Durham
  • Lot 6 – Sunderland
  • Lot 7 – South Tyneside

Each contract is intended to provide temporary additional capacity for Acute Respiratory Infection services during periods of winter pressures.

Evaluation Criteria

The procurement is being undertaken using the Most Suitable Provider process under the Health Care Services (Provider Selection Regime) Regulations 2023.

The ICB confirmed that:

  • Price is not the only award criterion.
  • Providers will be assessed against the five key Provider Selection Regime (PSR) criteria as detailed within the procurement documentation.
  • Economic and financial standing and technical and professional ability will be assessed in accordance with the procurement documents.

Provider Requirements

Providers must:

  • Have suitable premises from which to deliver services that provide equitable access.
  • Meet the selection requirements set out within the procurement documentation.
  • Submit a completed Expression of Interest by the stated deadline.

The ICB has also confirmed that no additional funding will be made available for mobilisation or premises.

The opportunity reflects continued NHS investment in temporary community-based respiratory services designed to provide additional clinical capacity during periods of increased seasonal demand across the North East and North Cumbria.
