Suffolk County Council is seeking a provider to deliver the National Supervised Toothbrushing Programme across Suffolk as part of its statutory responsibility for oral health improvement.
The programme is a public health initiative designed to improve children’s oral health by ensuring that young children brush their teeth daily with fluoride toothpaste under supervision in early years settings and schools. According to the Council, the programme is targeted at areas experiencing higher levels of dental decay and health inequalities and includes the commissioning and coordination of local delivery across participating settings.
The procurement is being undertaken under the Health Care Services (Provider Selection Regime) Regulations 2023 (PSR). The Council has confirmed that the Public Contracts Regulations 2015 and the Procurement Act 2023 do not apply to this procurement.
The contract is scheduled to commence on 1 November 2026 and run until 31 October 2028, with the option to extend for up to a further 12 months.
A Preliminary Market Engagement virtual event was held on 29 June 2026, with presentation slides to be made available as part of the tender documentation.
