National Framework for Adults (18+) in Mental Health and Learning Disabilities Care Homes & Care Homes with Nursing for the National Health Service in Wales

NHS Wales Shared Services Partnership – Procurement Services, hosted by Velindre University NHS Trust, in collaboration with the NHS Wales Joint Commissioning Committee and participating NHS Local Health Boards, is seeking providers to join an all-Wales framework for the provision of care home and care home with nursing services for adults aged 18 and over with mental health and learning disabilities needs. The framework will support NHS Wales commissioning arrangements across participating Health Boards.

The framework has an estimated total value of £537 million and will commence on 1 April 2027, remaining in place until 31 March 2035. The framework will remain open, allowing new providers to apply to join on an annual basis. No volume or value of services is guaranteed under the arrangement.

The opportunity is divided into six lots:

  • Lot 1 – Care Home Mental Health (CMH)
  • Lot 2 – Care Home Learning Disabilities (CLD)
  • Lot 3 – Care Home Mental Health/Learning Disabilities (CMHLD)
  • Lot 4 – Care Home Mental Health with Nursing (CMH-N)
  • Lot 5 – Care Home Learning Disabilities with Nursing (CLD-N)
  • Lot 6 – Care Home Mental Health/Learning Disabilities with Nursing (CMHLD-N)

The framework is being established on behalf of:

  • Aneurin Bevan University Health Board
  • Betsi Cadwaladr University Health Board
  • Cardiff and Vale University Health Board
  • Cwm Taf Morgannwg University Health Board
  • Hywel Dda University Health Board
  • Powys Teaching Health Board
  • Swansea Bay University Health Board

Evaluation Criteria

The procurement documentation confirms that assessment will consider:

  • Improving access and reducing health inequalities
  • Social responsibility

Regulatory Requirements

Care homes must be registered with either the Care Inspectorate Wales (CIW) or the Care Quality Commission (CQC).

Bidders must also demonstrate:

  • Appropriate insurance cover
  • Relevant qualified staff
  • Confirmation of any conflicts of interest
  • Cyber Essentials accreditation
  • Financial due diligence information, including EBIT, Acid Test Ratio and Dun & Bradstreet number, as specified within the procurement documents.

Framework Information

The framework is being established under the Health Services (Provider Selection Regime) (Wales) Regulations 2025and will be procured through an Open Procedure.

The procurement process will comprise two stages:

  • Stage 1 – Qualification and technical submission
  • Stage 2 – Commercial submission

The contracting authority has confirmed that the framework will remain open to allow new providers to apply on an annual basis throughout its duration.

This long-term national framework provides care home and nursing providers with an opportunity to deliver mental health and learning disability services for adults across NHS Wales under a single all-Wales commissioning arrangement.
