MH-Veterans Mental Health & Wellbeing Pathway

The Scottish Government is seeking a provider to deliver a coordinated Mental Health & Wellbeing Pathway for veterans across Scotland, supporting access to peer support, evidence-based interventions, and connections to statutory services through a network of regional and local “spoke” locations.

The successful provider will oversee a connected network of services, ensuring clear referral pathways and helping veterans access appropriate non-complex clinical and peer-support interventions. The service is also expected to work closely with statutory services where an individual’s needs require onward referral.

According to the specification, the pathway will adopt a “no wrong door” approach, enabling veterans to enter the service through multiple access points while receiving consistent, high-quality support as close to home as possible.

Providers will also be expected to:

  • Deliver coordinated support across regional and local spoke locations.
  • Develop local networks and partnerships between statutory services and third sector organisations.
  • Promote wellbeing initiatives that enable veterans to “wait well” while awaiting treatment.
  • Provide warm handovers to statutory services where more complex care is required.

  • Capacity Building – 25%
  • Knowledge and Experience – 25%
  • Climate Emergency – 5%
  • Community Benefits – 5%
  • Fair Work First – 5%
  • Business Continuity and Disaster Recovery (BCDR) – 5%
  • Price – 30%

Provider Requirements

The procurement documentation states that bidders must demonstrate:

  • Appropriate economic and financial standing.
  • Relevant technical and professional capability.
  • Employer’s Liability Insurance in accordance with legal requirements.
  • Public Liability Insurance of £5 million.
  • Professional Indemnity Insurance of £5 million.

Tenderers are also asked to confirm that staff delivering the service will be paid at least the real Living Wage and must demonstrate awareness of the climate change emergency as part of the procurement requirements.
