Mental Health Tenancy Support Service (TESS 5)

Vale of Glamorgan Council is seeking a provider to deliver a 50-unit housing-related floating support service for people experiencing enduring mental health problems.

The service will provide flexible support to a minimum of 50 individuals, helping people access information, advice, support and resources so they can make informed choices and develop or maintain their ability to live independently.

Support will be tailored to individual circumstances, with personalised plans addressing practical and emotional needs. The service will operate on a needs-led, outcome-focused and time-scaled basis, with the expectation that levels of support will reduce as individuals achieve greater independence.

Service Requirements

The appointed provider will be expected to deliver a flexible floating support model responding to the individual needs and intensity of support required by each service user.

Individual support plans will focus on helping people to:

  • Access relevant information, advice, support and resources
  • Make informed choices
  • Address practical and emotional needs
  • Develop their capacity to live independently in accommodation
  • Sustain their ability to live independently
  • Progress towards increased levels of independence

While individual needs will vary, the Council expects support to reduce over time where service users achieve greater independence. Provision must therefore be needs led, outcome focused and delivered within appropriate timescales.

The management of property must not restrict a service user’s freedoms beyond those associated with the normal legal terms of their occupancy agreement.

The successful provider will also be responsible for monitoring all aspects of the services delivered through the project.
