Mechanical Insufflation-Exsufflation, Associated Consumables and Ancillary Services

Belfast Health & Social Care Trust, on behalf of the five Health and Social Care Trusts in Northern Ireland, is seeking a supplier to provide Mechanical Insufflation-Exsufflation (MI-E) devices, associated consumables and ancillary services through a new regional contract.

Mechanical Insufflation-Exsufflation (MI-E) devices assist the clearance of bronchopulmonary secretions in patients with an ineffective cough by applying both positive and negative pressure. The procurement is intended to establish a standardised regional arrangement across participating Trusts.

The contract covers the provision of:

  • Mechanical Insufflation-Exsufflation (MI-E) devices.
  • Associated consumables.
  • Ancillary services.

The regional contract aims to provide a consistent approach across all participating Health and Social Care Trusts, supporting clinical safety and operational efficiency through the standardisation of equipment and consumables.

Contract Information

Buyer: Belfast Health & Social Care Trust, on behalf of Belfast Health & Social Care Trust, Northern Health & Social Care Trust, South Eastern Health & Social Care Trust, Western Health & Social Care Trust and Southern Health & Social Care Trust.

Deadline: 21 August 2026 – 11:59pm

Contract Value: £3,839,792 excluding VAT (£4,799,740 including VAT)

Delivery Length: 1 April 2027 to 31 March 2030, with extension options of up to four years and a further 18 months as detailed within the procurement documents, giving a potential maximum contract term of seven years.

Evaluation Criteria

Tenders will be evaluated using:

  • Price – 70%
  • Quality – Scored Assessment – 20%
  • Social Value – Scored Assessment – 10%

Procurement Information

The procurement will be conducted using an Open Procedure.

The contract will be awarded as a single regional contract rather than being divided into lots, following market engagement which concluded that a unified approach would better support standardisation of equipment and consumables across participating Trusts.

The procurement is being managed by the Regional Business Services Organisation, Procurement and Logistics Service (BSO PaLS) on behalf of the participating Health and Social Care Trusts.

Electronic tender submissions are required via the eTendersNI procurement portal.

This opportunity provides suppliers of respiratory medical devices and associated services with the opportunity to support a regional service across Northern Ireland’s Health and Social Care Trusts.
