MBC-1665 Supported Housing Assessment

Melton Borough Council is seeking suppliers to undertake a supported housing assessment covering Leicester, the Leicestershire local authority areas and Rutland.

The work will map the current availability of supported housing across the participating areas and assess likely demand, including existing unmet need, over a five-year period from publication of the resulting strategy.

Leicester City Council, the Leicestershire local housing authorities and Rutland County Council are working in partnership to jointly commission the assessment. The participating Leicestershire authorities are:

• Blaby District Council
• Charnwood Borough Council
• Harborough District Council
• Hinckley and Bosworth District Council
• Melton Borough Council
• North West Leicestershire District Council
• Oadby and Wigston District Council

The first supported housing strategy must be published by 31 March 2027.

The assessment must meet the requirements set out in relevant legislation and the Government’s Local Supported Housing Strategies guidance, including its four-step approach to assessing need.

Suppliers will be expected to undertake both quantitative and qualitative analysis, supported by robust engagement with relevant stakeholders.

The procurement is classified under research consultancy services and administrative housing services and covers Leicestershire, Rutland and Northamptonshire.

The opportunity is particularly identified as suitable for small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs).

Evaluation Criteria

Tenders will be evaluated using the following criteria:

• Quality Questions – 70%
• Price – 30%

The quality assessment is divided between four questions:

• Question 1 – 20%
• Question 2 – 20%
• Question 3 – 15%
• Question 4 – 15%

The opportunity provides research and consultancy suppliers with the opportunity to support a partnership of local authorities in developing a clearer evidence base around supported housing provision and future need across Leicester, Leicestershire and Rutland.
