Flintshire County Council is seeking suppliers to deliver Individual Placement and Support (IPS) services as part of the Connect to Work North Wales Programme, supporting people with disabilities to secure sustainable employment across Flintshire.

According to the procurement documents, the service will provide supported employment through the IPS model, integrating employment support alongside primary and secondary healthcare services and other support services. The Connect to Work programme will build on the existing Individual Placement and Support in Primary Care (IPSPC) approach while complementing the existing IPS services for people with severe mental illness (IPS-SMI) and alcohol and drug dependence (IPS-AD), which will continue as separate services.

The Council states that the Connect to Work service must be delivered equitably across the whole of Flintshire, ensuring all residents have equal access to the same level and quality of employment support regardless of where they live.

Deadline – 3 July 2026, 12:00pm

Contract Value – £1,570,000 (excluding VAT)

Delivery Length – 17 August 2026 – 31 March 2030

  • Quality – 90%
  • Social Value – 10%

The procurement is being conducted using an Open Procedure under the Light Touch Regime.
