The Highland Council is seeking a provider to deliver a Highland-wide Justice Outreach Support service to assist offenders with reintegration into their local communities and support their transition beyond community justice services.
The framework is intended to help individuals develop the social and domestic life skills needed for independent living while building long-term resilience to support a crime-free life. The service will provide support with housing and benefits, alongside promoting rehabilitation, reintegration, education, training, and employment opportunities.
Successful provider(s) will work alongside the Council’s Justice Service to support each individual’s Case Management Plan and help maintain routines and structure for daily living.
The framework covers the delivery of outreach support across the whole Highland Council geographical area.
The service is expected to support individuals by:
Buyer – The Highland Council
Deadline – 11 August 2026 – 12:00pm
Contract Value – £900,000 (excluding VAT)
Delivery Length – 1 October 2026 to 31 March 2029, with the option to extend for two additional 12-month periods

The framework will be awarded using the Most Economically Advantageous Tender (MEAT) methodology:
Bidders will also be required to demonstrate relevant experience in accordance with the procurement documentation. Community Benefits, including Fair Working Practices and Environmental Benefits, will form part of the evaluation criteria.
