Housing Related Support – Lot 3 – Rough Sleeper Services incorporating Part 1- Short Term Resettlement Accommodation and Support Services & Part 2 – Outreach, Engagement and Hub Services

North East Lincolnshire Borough Council is inviting tenders for the delivery of housing-related support for rough sleepers across North and North East Lincolnshire.

The opportunity covers two connected elements: short-term resettlement accommodation and support services, alongside outreach, engagement and hub services for people sleeping rough.

The procurement forms part of the Council’s wider Housing Related Services programme, with further lots expected to be procured separately through exercises taking place in late summer and autumn 2026.

The estimated contract value is £2,218,710 excluding VAT, with an initial three-year term and the potential for two further 12-month extensions.

Service Requirements

The contract incorporates:

• Part 1 – Short Term Resettlement Accommodation and Support Services
• Part 2 – Outreach, Engagement and Hub Services

During the lifetime of the contract, the Council may vary elements of the service in response to available budgets, performance, operational requirements and the needs of people accessing support.

Potential changes identified within the procurement information include the number of people supported, the number and type of accommodation units required, KPIs, assessment timescales, meeting arrangements, training requirements, service accessibility, length of support and initial response times.

The Council is also considering the development of a 24/7 warm/cool space for rough sleepers.

If progressed, the successful provider would be expected to work with the Council to explore the feasibility and implementation of a space where rough sleepers could access shelter when they have no other options available. Any introduction of this provision would be subject to agreement with the provider, performance, budget availability and business requirements.

Evaluation Criteria

The procurement uses a combination of pass/fail requirements and weighted award criteria.

The cost element operates with a budget cap, and tenders submitted above that cap will be rejected.

For Service Delivery for Rough Sleepers and Rough Sleeper Outreach Engagement and Hub Services, responses must achieve a minimum raw score of 3 out of 5. The information provided also states that all elements of the Resources question must achieve a raw score of at least 3 out of 5.

Participation Requirements

Economic and financial standing will be assessed on a pass/fail basis. Tenderers must confirm that up-to-date economic and financial standing information is available through the Find a Tender Service.

Providers must also confirm that the following insurance levels will be in place from the commencement of the contract:

• Employer’s (Compulsory) Liability Insurance – £10 million
• Public Liability Insurance – £5 million
• Professional Indemnity Insurance – £2 million

Modern Slavery requirements will also be assessed on a pass/fail basis. Relevant commercial organisations must confirm that they have published a statement under Section 54 of the Modern Slavery Act and that the statement meets the requirements of that section.

Registered Provider Requirements

The provider must either be a Registered Provider as described by the Regulator of Social Housing or submit its tender through a consortium arrangement involving a Registered Provider.

The opportunity has been identified as particularly suitable for SMEs and voluntary, community and social enterprises (VCSEs).

The contract is being procured through an open procedure under the light touch regime.

The Council currently estimates that the award decision will be made on 18 November 2026.
