Housing Related Support and Accommodation for 16-25 year olds

Somerset Council is seeking providers for housing-related support and supported accommodation services for young people aged 16 to 25 with housing and support needs across the county.

The service is aimed at young people who may be homeless or threatened with homelessness and who require varying levels of housing-related support. This includes Unaccompanied Asylum Seeking Children (UASC) aged 16–25.

According to the Council, the Dynamic Purchasing System (DPS) will operate alongside separate 16+ supported accommodation block contracts already commissioned through another procurement exercise covering 190 beds.

The requirement for individual placements or block arrangements will vary depending on:

  • Location
  • Number of beds required
  • Placement duration, where applicable

Providers applying to the DPS must identify which lots they wish to be considered for.

Service Lots

The DPS has been divided into four lots:

  • Lot 1 – Supported Accommodation for 16–25 year old children in care and care leavers – Block and Spot
  • Lot 2 – Supported Accommodation for 18–25 year olds in priority need under homelessness legislation – Block and Spot
  • Lot 3 – Supported Accommodation for Unaccompanied Asylum Seeking Children (UASC) – Block and Spot
  • Lot 4 – Supported Accommodation for Transitions – Block and Spot

The Council confirmed that the DPS will remain open for four years.

Evaluation Criteria

Placement awards will be evaluated using the following criteria:

  • Placement suitability – 60%
  • Price – 40%

The specification states that providers must demonstrate their ability to meet the specific needs of individuals or groups of young people as outlined within the Placement Request Form, alongside consultation with social work or housing teams and the views of the young person.

Ofsted Requirements

Providers delivering support to 16–17 year olds must hold registration with Ofsted where required.
