North Tyneside Borough Council is seeking providers to join a new Homecare Services Framework designed to support people to live independently in their own homes and remain active within their local communities.
The framework will support adults assessed by North Tyneside Adult Social Care and the North East and North Cumbria Integrated Care Board (ICB). The Council intends to appoint providers to deliver homecare services across five geographical zones, alongside a borough-wide secondary provider arrangement for packages that cannot be allocated through the named providers.
The framework has an estimated value of £234 million and will operate for an initial two-year period, with the option to extend for a further two years.
The framework has been divided into six lots:
For Lots 1 to 5, the Council will appoint a maximum of two named providers for each geographical zone. Care packages will be allocated on an alternating basis, subject to provider capacity and ability to meet service requirements. Where neither named provider can accept a package, opportunities will be offered to providers appointed under Lot 6 in ranked order.

Providers must hold, or obtain before the commencement of the contract, Care Quality Commission (CQC) registration in one of the following areas:
The framework may also be used by the North East and North Cumbria Integrated Care Board (ICB).
There is no limit on the total number of suppliers appointed to the framework. However, bidders may be awarded a maximum of two Named Provider Lots (Lots 1–5), in addition to Lot 6 where applicable.
Services will be commissioned using hourly rates under the framework, with call-off contracts awarded either with or without further competition.
This significant homecare procurement represents a major long-term commissioning opportunity for domiciliary care providers, supporting adults across North Tyneside to remain independent, live safely at home and continue participating in their local communities through a structured, geographically based framework.
