HC2210 Integrated Sexual Health_PSR

Wiltshire Council is seeking providers to deliver a comprehensive open-access Integrated Sexual Health Service across the county under the Health Care Services (Provider Selection Regime) Regulations 2023.

The procurement covers specialist sexual health services, digital sexual health provision, and community outreach and prevention activity. Collectively, the three lots will form the Wiltshire Integrated Sexual Health Service (WISHS). While each lot may be delivered by separate providers under distinct specifications, the Council has confirmed that they must operate as a cohesive integrated system.

Lots Available

The procurement has been divided into three lots:

Lot 1 – Specialist Sexual and Reproductive Health Service in Wiltshire

This lot includes:

• Open-access specialist sexual and reproductive health services (Levels 1–3)
• Hub and spoke service delivery model across the county
• STI testing and treatment, including complex cases
• Contraception services, including long-acting reversible contraception (LARC)
• HIV prevention through PrEP and PEP pathways and management
• Psychosexual support related to sexual and reproductive health
• Clinical leadership and service oversight across cross-lot pathways

Lot 2 – Digital Sexual Health Service for Wiltshire

This lot includes:

• Confidential digital-first sexual health services
• Online triage and self-assessment
• STI and HIV self-sampling kits and results
• Remote prescribing and partner notification
• Condom provision
• PrEP initiation, continuation and pathway management

The digital service is intended to improve access for rural communities and individuals experiencing stigma or other barriers to accessing face-to-face services while reducing demand on clinical settings through appropriate triage and self-management.

Lot 3 – Community Outreach and Prevention Service in Wiltshire

This prevention-focused, non-clinical service includes:

• Targeted outreach to priority populations
• Communications and public awareness campaigns
• Workforce training and system capacity building
• Condom distribution schemes

The service aims to improve sexual health literacy, increase service uptake, and reduce inequalities in access across Wiltshire.

• Quality – 70%
• Cost – 30%

The procurement is being undertaken under the Health Care Services (Provider Selection Regime) Regulations 2023using the Competitive Process. The Council has confirmed that the provisions of the Procurement Act 2023 do not apply to this procurement.

Participation

The Council has identified the following organisations as particularly suitable to participate:

• Lots 1 and 3: Small and medium-sized enterprises (SMEs)
• Lot 2: Small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs)
