GMCA 2087 GM Inclusion Health Services: Co-occurring Conditions Support Services

Greater Manchester Combined Authority (GMCA) is seeking a single provider for a major Inclusion Health service supporting adults experiencing co-occurring homelessness, substance misuse and mental ill health across Greater Manchester.

The Co-occurring Conditions Support Services opportunity forms part of GMCA’s approach to supporting people experiencing multiple disadvantage, defined as adults facing a combination of homelessness, substance misuse, mental ill health, domestic abuse and contact with the criminal justice system.

For this contract, the primary focus will be people experiencing homelessness alongside substance misuse and mental ill health.

The successful provider will be expected to directly support individuals or connect them with appropriate services, while working collaboratively with other organisations operating across Greater Manchester’s Inclusion Health system.

The framework has an estimated value of £15 million excluding VAT and is expected to commence on 15 January 2027.

Service Requirements

The service will be expected to provide an equivalent or enhanced staffing structure and geographical coverage compared with existing arrangements and programmes.

GMCA intends the new model to reduce barriers between individual services and workforces, creating more joined-up support across existing homelessness and co-occurring conditions provision.

The service will also integrate existing GMCA homelessness programmes and areas of delivery within the Enhanced Live Well offer.

Support will include direct treatment and interventions for people accepted onto professional caseloads, alongside broader engagement with people experiencing rough sleeping, co-occurring conditions and multiple disadvantage.

This wider support is expected to include regular attendance at drop-ins and day centres as well as collaborative engagement with other professionals.

Partnership and Lead Provider Role

The successful organisation will be expected to work strategically with other Inclusion Health providers across Greater Manchester.

This will include identifying opportunities to jointly support the workforce in line with Enhanced Live Well and integrated neighbourhood approaches.

The provider will also take a Lead Provider role in developing collaborative working and partnerships within this contract and across the wider Greater Manchester Inclusion Health system.

The notice specifically references collaboration with services covering:

  • Lot 1 – GP Primary Care
  • Lot 2 – Palliative Care Service
  • Wider Inclusion Health provision across Greater Manchester

Evaluation Criteria

The procurement will use a two-stage assessment process.

Stage 1

  • Quality – 70%
  • Price – 10%

The price assessment will relate to the core service deliverables.

Following Stage 1, the three highest-scoring bidders will progress to the second stage.

Stage 2

  • Quality – 20%

Stage 2 will include an electronic presentation submission followed by a virtual Microsoft Teams presentation and interview questions.

Scores from both stages will then be combined, with the highest-scoring bidder selected.

Framework Information

The procurement will establish a single-supplier framework, with a maximum of one provider appointed.

Call-Off Contracts will be awarded without further competition. The relevant contracting body will provide the successful supplier with the applicable scope of services, with quotations based on the prices and/or rates established through the provider’s tender.

The framework may be used by GMCA and Greater Manchester local authorities.

No framework fee will be charged to the successful provider.

Procurement Process

The procurement is being conducted under the Provider Selection Regime using a two-stage competitive process.

Stage 1 will be open to the market and will assess Conditions of Participation alongside the Invitation to Tender requirements.

Only the three highest-scoring bidders from Stage 1 will be invited to participate in Stage 2.

The opportunity represents a significant Greater Manchester-wide commissioning arrangement focused on improving coordinated support for people experiencing homelessness alongside substance misuse and mental ill health, while strengthening collaboration between Inclusion Health services and the wider workforce.
