The City & County of Swansea is seeking to establish a new Framework for the Provision of Day Opportunity Services to support adults with eligible care and support needs across Swansea.
The framework will ensure continuity of existing day opportunity services while aligning externally commissioned provision with the Council’s day opportunities model and wider adult services operating model. The framework is designed to support daytime wellbeing through a range of community and building-based services.
The framework will establish an unlimited supplier framework for the delivery of day opportunity services across four service lots.
Estimated Value: £5,000,000 (excluding VAT)
Community or building-based prevention and early intervention services supporting adults with eligible needs.
Estimated Value: £5,000,000 (excluding VAT)
Building-based low-level managed care services designed to meet daytime wellbeing needs.
Estimated Value: £5,000,000 (excluding VAT)
Building-based services providing support for adults with complex care needs.
Estimated Value: £5,000,000 (excluding VAT)
Community-led, collaborative support that enables people to live well through innovative approaches to day opportunities.
The framework may be used with or without further competition and will be available solely to the City & County of Swansea.

Contract Value: £20,000,000 excluding VAT (£24,000,000 including VAT)
Delivery Length: Each lot will run from 1 November 2026 to 31 October 2031, with the option to extend for up to 24 months, giving a maximum framework term of seven years.

The Council has confirmed that no additional preliminary market engagement was undertaken, as it has sufficient knowledge from existing and previous contracts.
