Framework Agreement for the Procurement of Occupational Health Counselling Services

Gloucestershire County Council is seeking to establish a Framework Agreement for the Procurement of Occupational Health Counselling Services to support the delivery of occupational health services and promote the health and wellbeing of its workforce.

The framework is a below-threshold contract regulated under the Procurement Act 2023 within the Light Touch regime. Gloucestershire County Council is looking to appoint multiple suppliers to provide occupational health counselling services that will be available for future call-off without further competition.

The framework may also be used by Gloucester City Council, Gloucestershire Fire and Rescue Service (GFRS), as well as schools, academies and educational settings within the county as a traded service.

Lots Available

The framework has been divided into four lots:

  • Lot 1 – Provision of Structured Counselling Sessions within an Occupational Health workplace setting (Virtual and Face-to-Face)
  • Lot 2 – Provision of Initial Assessments to Assess Suitability for Structured Counselling Sessions within an Occupational Health workplace
  • Lot 3 – Provision of Reflective Practice (Reflective Supervision) (Virtual and Face-to-Face)
  • Lot 4 – Provision of Critical Incident Support to Service Users (Virtual and Face-to-Face)

The framework will allow an unlimited number of suppliers to be appointed. No supplier fees will be charged.

Contract Information

Buyer – Gloucestershire County Council

Deadline – 1 September 2026 – 12:00pm

Contract Value – £370,000 excluding VAT

Delivery Length – 1 December 2026 to 30 November 2028, with the option to extend for up to two further 12-month periods (maximum four years)

Evaluation Criteria

Tenders will be evaluated using the following criteria:

  • Quality – 50%
  • Price – 40%
  • Social Value – 10%

Framework Information

Suppliers are invited to submit their most competitive pricing at the framework stage, which will apply to future call-off awards.

The framework will operate through direct call-off without further competition. Details regarding any maximum number of suppliers for individual lots are provided within the Invitation to Tender documentation.

Suppliers must register on SAP Ariba before submitting a bid and provide their organisation details and Ariba Supplier ID to Gloucestershire County Council for onboarding to the sourcing event. All communications relating to the procurement must be conducted through the Ariba portal.

The opportunity is suitable for small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs).

The framework supports Gloucestershire County Council’s commitment to providing occupational health counselling services that promote workforce health and wellbeing while creating ongoing opportunities for qualified counselling providers across Gloucestershire.
