For the Rough Sleeping Outreach and Navigator Procurement

Oldham Council is seeking a provider to deliver its Rough Sleeping Initiative (RSI) Navigator service, supporting the borough’s work to prevent rough sleeping, help people move away from the streets and reduce the risk of people returning to rough sleeping.

The contract has an estimated value of £400,000 excluding VAT and will support people experiencing entrenched rough sleeping through accommodation pathways and ongoing tenancy sustainment.

RSI Outreach workers lead on identifying and engaging people sleeping rough across Oldham and supporting them towards suitable accommodation. The Navigator service provides ongoing support to an identified cohort of entrenched rough sleepers as they move through temporary accommodation and into independent tenancies.

Service Requirements

The RSI Navigator service supports the three principles set out within the Oldham Rough Sleeping Plan:

  • Prevention – stopping people from sleeping rough for the first time
  • Intervention – supporting people currently sleeping rough to move away from the streets
  • Recovery – supporting people who have previously slept rough to prevent a return to the streets

The appointed provider will be responsible for sourcing accommodation and developing effective networks of support for rough sleepers across the borough.

Tenancy sustainment will form an important part of the service. Support will continue as individuals move through temporary accommodation schemes, including A Bed Every Night (ABEN), and into independent accommodation within either the social or private rented sector.

Funding for the RSI Navigator service is provided through grant funding awarded by the Greater Manchester Combined Authority (GMCA). The most recent RSI Navigator grant award runs from 1 April 2026 to 31 March 2029.

Deadline: 2 October 2026, 12:00pm

Contract Value: £400,000 excluding VAT

Delivery Length: 1 December 2026 to 30 November 2029, with potential extensions. The Council states that extensions may be offered on a 1+1 years basis, subject to continued funding, satisfactory service standards, achievement of contractual KPIs and continued value for money. The maximum overall contract term, including extensions, will be no greater than five years.
