Female Out of Court Resolution Service

South Yorkshire Mayoral Combined Authority is inviting tenders for the provision of a Female Out of Court Resolution Service to support women referred by South Yorkshire Police as part of a caution with conditions.

The service will provide a community-based intervention designed to divert women who have committed offences away from the criminal justice system. The successful provider will deliver proportionate, informed, and timely interventions that address the needs of women with the aim of reducing reoffending, preventing the escalation of offending, and improving outcomes for women, their families, and their communities across South Yorkshire.

The contract has an estimated value of £415,000 excluding VAT and is expected to commence on 1 October 2026, with an initial term running until 30 September 2028. The authority reserves the right to extend the contract for up to a further three years through three separate 12-month extensions, subject to satisfactory performance and continued service need following a value for money and impact assessment.

Evaluation Criteria

Tenders will be evaluated using the following weighting:

  • Quality – 80%
  • Price – 10%
  • Social Value – 10%

Service Requirements

The provider will deliver a community-based service for women referred by South Yorkshire Police as part of a conditional caution. The service is intended to divert women away from the criminal justice system by delivering interventions that meet their individual needs while supporting reduced reoffending and improved outcomes.

The opportunity is particularly suitable for small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs). The procurement will be conducted as a below-threshold open competition under the Light Touch Regime.
