Family Domestic Abuse Support Advisors

Cornwall Council is recommissioning its Family Domestic Abuse Support Advisor (FDASA) Service, with a new contract expected to commence in January 2027.

The FDASA model provides a specialist team of domestic abuse support workers embedded within Family Help teams to deliver short-term, focused support to families where domestic abuse is the primary concern. The service is designed to increase safety, improve understanding of risk and support families to access wider domestic abuse services while working alongside, rather than replacing, Children’s Social Care.

The service also includes a Supervisor/Team Lead role to provide oversight, consistency and coordination across the team.

The recommissioned service forms part of Cornwall Council’s wider approach to supporting families affected by domestic abuse through integrated, partnership-based working and specialist early intervention.

Deadline: 3 August 2026 – 11:30pm

Enquiry Deadline: 19 July 2026 – 5:00pm

Contract Value: £2,185,289

Delivery Length: Contract commencing 1 January 2027 with an initial term until 31 March 2029 (2 years and 3 months), with the option to extend for a further two years to 31 March 2031, subject to funding confirmation.

Evaluation Criteria

The contract will be awarded using the following criteria:

  • Method Statements (Quality) – 85%
  • Social Value – 15%

Participation

The opportunity is particularly suitable for:

  • Small and medium-sized enterprises (SMEs)
  • Voluntary, Community and Social Enterprises (VCSEs)

Tenderers must satisfy the legal, financial and technical conditions of participation as detailed within the Invitation to Tender (ITT).

Procurement Information

The procurement is being undertaken using an Open Procedure.

The Council has confirmed that the contract has been structured to align with wider domestic abuse commissioning arrangements. Funding is currently confirmed until March 2029, and the contract includes a break clause at the end of the initial term. Any extension to March 2031 will be subject to continued funding availability.

This opportunity reflects continued investment in specialist domestic abuse support services that strengthen the safety of families, improve risk management and provide coordinated support alongside Children’s Social Care across Cornwall.
