Liverpool City Council is seeking suitably experienced providers to deliver care and support services across five Extra Care Housing schemes within the Liverpool city boundary.
The procurement covers the provision of extra care services across five separate locations, with providers able to bid for a maximum of two lots. The contracts are intended to support residents living within Extra Care Housing schemes, with the detailed service requirements set out within the procurement documents.

A supplier may be awarded a maximum of two lots.
The Council has also stated that utilisation of care hours across each scheme will be monitored throughout the contract and may result in increases or decreases in commissioned hours or additional services where required. Hourly rates may also be reviewed annually as part of the Council’s fee-setting review and market shaping duties under Section 5 of the Care Act 2014.

Tenders will be evaluated using the following criteria:
Quality submissions will be scored using a 0–5 methodology. Social Value commitments must align with the National TOMs Social Value Framework, while cost submissions must remain within the stated budget.
The procurement is being conducted using a Competitive Flexible Procedure under the Light Touch regime.

The procurement will be evaluated in two stages. Only bidders successfully meeting the mandatory PSQ requirements will progress to the full tender evaluation. Liverpool City Council has also reserved the right to invite bidders to interview during the evaluation process to clarify submitted responses.
