Extra Care- Ewart House

The London Borough of Harrow is inviting tenders for the provision of a personalised regulated Care and Wellbeing Service for older people living at Ewart House, an Extra Care Housing Scheme in the borough.

The service is intended for Harrow residents aged 55 and over with frailty, dementia, physical and/or sensory disabilities, mild or moderate learning disabilities, and/or enduring mental health needs who have been assessed as meeting the national eligibility criteria under the Care Act 2014. The service will also support individuals for whom Harrow Council is responsible for meeting social care needs and who reside at Ewart House.

Ewart House is owned and operated by a local Housing Association and provides 47 units of extra care housing at affordable rent levels. The current contract for the delivery of care and wellbeing services at the scheme is due to end on 31 March 2027.

Contract Information

Buyer – London Borough of Harrow

Deadline – 30 September 2026, 12:00pm

Contract Value – £7,000,000 excluding VAT (£8,400,000 including VAT)

Delivery Length – 1 April 2027 to 31 March 2032, with the option to extend for up to a further two years until 31 March 2034 at the Council’s discretion.

Evaluation Criteria

Tenders will be evaluated using the following criteria:

  • Quality – 55%
  • Price – 45%

Only bidders achieving a minimum Quality/Technical score of 32% out of the available 55% will have their commercial submission evaluated.

Procurement Procedure

The procurement will be conducted using a Competitive Flexible Procedure under the Light Touch Regime.

The procurement process will comprise three stages:

  • Stage 1: Conditions of Participation assessed on a pass/fail basis.
  • Stage 2: Procurement Specific Questionnaire (PSQ) experience questions, with the top five scoring bidders progressing to the next stage.
  • Stage 3: Invitation to Tender (ITT), including Quality/Technical responses and Commercial submission.

The opportunity is particularly suitable for small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs).

This procurement reflects Harrow Council’s continued investment in delivering personalised regulated care and wellbeing services that enable older people with eligible care and support needs to live independently within an extra care housing setting.
