Externalisation of Older Adults Day Services – Basingstoke

Hampshire County Council is seeking an external provider to deliver its Older Adults’ Day Service in Basingstoke following a decision to externalise the service from the end of 2026.

The Day-Opportunity and Community Hub Service (DoCH) is a community-based service designed to provide enablement, care and support for older adults and unpaid carers. Operating as a community hub, the service specialises in supporting people living with dementia while promoting independence, wellbeing and community engagement.

Service Overview

The successful provider will deliver the Day-Opportunity and Community Hub Service (DoCH), providing a building-based service that acts as a one-stop community hub for older adults and unpaid carers.

The service is intended to:

  • Meet assessed social care needs.
  • Build confidence.
  • Promote independence.
  • Support mobility and falls prevention.
  • Prevent social isolation.
  • Provide respite for unpaid carers.

The service is expected to work in partnership with local organisations to enable access to a range of community services, with a particular focus on supporting people living with dementia.

To support mobilisation, Hampshire County Council has confirmed it will:

  • Cover direct redundancy costs relating to TUPE-transferred staff during the first year, up to £85,000.
  • Reimburse reasonable and evidenced mobilisation costs, including transport arrangements, rent, IT, service set-up, transfer and transformation costs, up to £41,500.

The advertised contract commencement date is approximate, with the Council intending to agree an appropriate mobilisation timetable with the successful provider.

Contract Value: Up to £5,475,892

Delivery Length: 18 January 2027 to 17 January 2032, with the option to extend by three additional one-year periods, giving a maximum contract term of eight years.

Evaluation Criteria

Tenders will be assessed using:

  • Quality – 70%
  • Price – 30%

Certain quality questions will be assessed on a pass/fail basis. Failure to meet these mandatory requirements will result in disqualification.

Procurement Information

The procurement will be conducted using an Open Procedure under the Light Touch Regime.

The Council has identified a number of key considerations for the procurement, including:

  • TUPE obligations and Local Government Pension Scheme (LGPS) requirements.
  • Ensuring sufficient provider capacity and experience, particularly in dementia care and personal care.
  • Maintaining service continuity throughout mobilisation.
  • New leasing arrangements for the service premises.
  • Robust quality evaluation to support a successful transition.
  • Financial sustainability of the service throughout the contract term.

Electronic tender submissions are required via the Hampshire County Council procurement portal.
