ESCC PS Approved List for the Provision of Residential and Nursing Care Home Services

East Sussex County Council is seeking providers to join its Approved List for the provision of Residential and Nursing Care Home Services across the county.

The Council is updating its specification and contract terms and is looking to contract with providers that can meet the required quality standards and service delivery requirements outlined within the application documentation. The Approved Provider List will remain continuously open, allowing new providers to apply and join at any stage during the contract term.

According to the Council, the service will support individuals assessed and funded by the Adult Social Care and Health Department in residential and nursing care home settings. The overall objective is to ensure people live in safe, supportive, and person-centred environments where their care needs are met while promoting independence, wellbeing, and quality of life.

The Approved List will be used to commission:

  • Individual client placements through a call-off process
  • Discharge to Assess (D2A) beds
  • Block bed contracts on behalf of the Council and NHS partners

The Council confirmed that this arrangement will act as its primary route for contracting residential and nursing care services throughout the lifespan of the Approved List.

Service Requirements

Providers appointed to the Approved List will be expected to deliver care and support services that:

  • Promote independence and wellbeing
  • Support active lifestyles where possible
  • Deliver safe and high-quality residential and nursing care
  • Meet assessed care and support needs within regulated care environments

The specification applies to both long-term placements and short-term or respite arrangements.

Published Placement Rates

The Council confirmed that placements will be spot purchased, with rates negotiated at the point of placement using East Sussex County Council’s published rates.

2022/23 Published Rates

Nursing Care

  • General Nursing: £864.78 long term; £898.66 short term/respite
  • Dementia Nursing: £890.96 long term; £926.03 short term/respite

Residential Care

  • General Residential: £589.75 long term; £619.08 short term/respite
  • Dementia Residential: £636.16 long term; £667.80 short term/respite

Contract Information

  • Buyer: East Sussex County Council
  • Deadline: 20th July 2032 at 12:00
  • Contract Value: Spot purchased placements with rates negotiated at point of purchase
  • Delivery Length: 21st July 2022 to 21st July 2032 with the option to extend by up to a further 60 months

  • New providers to apply at any time
  • Ongoing commissioning flexibility
  • Continued access to residential and nursing care capacity across East Sussex
