Employee Benefits and Occupational Health Services

The Government Commercial Agency is establishing a major open framework for the provision of employee benefits and occupational health services across the UK public sector.

The framework has an estimated total value of £1.2995 billion excluding VAT and will provide public sector employers with access to occupational health, Employee Assistance Programmes (EAP), eyecare and hearing services, employee benefits and wider wellbeing support.

The framework is structured across seven lots covering managed and standalone occupational health services alongside employee benefits platforms and modular wellbeing provision.

Lots Available

Lot 1.1 – Occupational Health, EAP and Eyecare Managed Service

Estimated value: £122,850,000 excluding VAT

An integrated managed service combining occupational health clinical provision with a 24/7 Employee Assistance Programme. Services may include referrals, health surveillance, workplace adjustments, EAP helplines and digital wellness portals.

Lot 1.2 – Occupational Health

Estimated value: £175,500,000 excluding VAT

A modular occupational health service allowing buyers to procure individual services according to their requirements. Provision includes management referrals, workplace task-fitness assessments, health surveillance, physiotherapy, drug and alcohol testing and neurodiversity assessments.

Lot 1.3 – Employee Assistance Programmes

Estimated value: £35,100,000 excluding VAT

24/7/365 mental health, counselling and emotional support delivered through channels including telephone, live chat, mobile applications and face-to-face sessions. Services include clinical triage, therapeutic interventions such as CBT, case management, whistleblowing support and critical incident support.

Lot 1.4 – Eyecare & Hearing Services

Estimated value: £17,550,000 excluding VAT

Sensory screening and health compliance services, including DSE eyesight testing, lenses and spectacles, specialist task-based eye tests, colour vision examinations and hearing tests.

Lot 2.1 – Employee Benefits Managed Service

Estimated value: £332,600,000 excluding VAT

A paid-for, branded online employee benefits platform reflecting the individual identity of each buyer. Services include employee discounts, reward and recognition vouchers, technology and smartphone salary sacrifice schemes and cycle-to-work programmes.

Lot 2.2 – Employee Benefits Nil Cost Service

Estimated value: £474,500,000 excluding VAT

A zero-cost employee benefits service with no platform fee charged to the buyer. The standardised, unbranded portal will provide access to employee discounts, reward and recognition vouchers and technology and smartphone purchasing programmes.

Lot 2.3 – Wellbeing Services

Estimated value: £141,400,000 excluding VAT

A modular option allowing buyers to commission individual wellbeing services without purchasing a complete benefits platform. Provision includes physical, mental and financial wellbeing support, such as financial education, bereavement services, dental cover, gym memberships and holistic health cash plans.

Deadline: 28 September 2026, 3:00pm

Enquiry Deadline: 15 September 2026, 3:00pm

Contract Value: £1,299,500,000 excluding VAT (£1,559,400,000 including VAT)

Delivery Length: Initial framework period from 4 March 2027 to 3 March 2029, with the option to extend to 3 March 2030. The initial duration is 24 months with a possible 12-month extension, although the Government Commercial Agency reserves the right to extend individual lots by varying durations.

Framework Information

The arrangement will be established as an open framework, with an estimated open framework scheme end date of 3 March 2035.

There is no stated maximum number of suppliers. A maximum supplier fee of 1% applies, with further details contained within the framework documentation.

Contracts may be awarded either with or without competition, with the relevant competitive selection processes set out in the framework’s Call-Off Award Procedure.

Evaluation Criteria

Tender submissions will be evaluated on:

  • Quality: 80%
  • Price: 20%

The procurement is being conducted through an Open procedure.

Significance for the Sector

With an estimated value approaching £1.3 billion excluding VAT, the framework represents a substantial opportunity for organisations operating across occupational health, employee assistance, counselling, physiotherapy, mental health, wellbeing and employee benefits services.
