Dynamic Purchasing System for Domiciliary Care – Torfaen County Borough Council

Torfaen County Borough Council has launched a Dynamic Purchasing System (DPS) for domiciliary care services aimed at supporting individuals to achieve personal outcomes through a person-centred approach.

According to the Council, the service is intended to recognise the right of individuals to live ordinary but unique lives, while also supporting wider strategic outcomes for local residents across Torfaen.

The specification states that providers will be expected to work towards achieving planned outcomes for individuals, with success measured through both the quality of service delivery and the outcomes achieved.

The Council highlighted the importance of supporting what matters to individuals through preferences relating to:

  • How support is delivered
  • Who provides support
  • What support is provided
  • Where support takes place
  • When support is delivered

The service model is designed to promote:

  • Personal and family connections
  • Physical and emotional wellbeing
  • Positive risk taking
  • Meaningful activity

Providers appointed to the DPS will also be expected to deliver a solutions-focused and “can do” approach to advice, assistance, support, and care, while reporting on both individual and service-level outcomes.

Service User Categories

The DPS covers support for the following groups:

  • Older People, including individuals with dementia and mental health difficulties
  • Adults with a Learning Disability
  • Children and Families, including Children with disabilities
  • Adults under 65 with mental health difficulties
  • Adults with Physical Disabilities and/or Long-Term Conditions
  • Adults with Sensory Impairments
  • People who are terminally ill or living with a life-limiting illness
  • People with drug and alcohol dependency
