Dementia Community Support, Advice, and Information Service

The Borough Council of Calderdale is seeking a provider to deliver a Dementia Community Support, Advice, and Information Service focused on the prevention of, and living well with, dementia across the borough.

According to the Council, the service will provide community advice relating to dementia prevention, alongside support, advice and information for individuals with a diagnosis of dementia, their families and carers. Support will be available from diagnosis through to end of life.

The service is intended to support the prevention agenda set out within the Care Act 2014 and will place a strong emphasis on helping people live happy, healthy and active lives within their own communities. The specification also highlights the importance of maximising independence, promoting health and wellbeing, and supporting people to remain safe in their own homes and communities for as long as possible.

The Council has confirmed that the contract will be awarded to a single provider. An open procedure is being used for the procurement, with the authority stating that service delivery must remain consistent and uniform across the whole borough of Calderdale.

A bidders’ event is scheduled to take place on 29 June 2026 at 10:30am.

Service Overview

The Dementia Community Support, Advice, and Information Service will provide:

  • Community advice relating to the prevention of dementia
  • Support, advice and information for people with a diagnosis of dementia
  • Support, advice and information for families and carers
  • Support from diagnosis through to end of life

The Council has stated that the service will support individuals to remain active within their communities while promoting independence, health and wellbeing.

Evaluation Criteria

The procurement will be evaluated using the following criteria:

  • Quality – 70%
  • Price – 30%

Procurement Process

The opportunity is being procured through an Open Procedure under the Light Touch Regime.

The Council confirmed that no preliminary market engagement was undertaken because the service requirements are fixed and not open to negotiation.

All tender submissions and procurement communications must be submitted through the YORtender e-tendering portal.

The opportunity is identified as being suitable for:

  • Small and Medium-sized Enterprises (SMEs)
  • Voluntary, Community and Social Enterprises (VCSEs)
