Barnsley Metropolitan Borough Council has launched a procurement to establish a multi-provider open framework for the delivery of day opportunities for adults. The framework will support the provision of day services and activities designed to meet the assessed needs and outcomes set out within individual Care and Support Plans.
The Council is establishing a Light Touch Flexible Framework Agreement under the Procurement Act 2023, allowing multiple providers to deliver day opportunities throughout the framework term. Services will include structured activities delivered during the day, evenings and weekends, with the aim of promoting wellbeing, independence, social inclusion, and personal development.
The Council has confirmed that services delivered under the framework will take place outside of an individual’s home. The framework does not include domiciliary care, home care, or personal care services provided within a service user’s home.
The framework will operate for an initial period of four years from 1 November 2026, with the option to extend for a further two years, giving a maximum term of six years. The Council has also confirmed that it may reopen the framework during its lifetime to admit additional providers.
There is no limit on the number of suppliers that may be appointed to the framework, and call-off contracts may be awarded either with or without further competition, as detailed within the tender documentation.
The opportunity has been identified as being particularly suitable for small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs).
