Contract for a Supported Housing Needs Assessment and Strategies

Five Staffordshire local housing authorities are inviting tenders for the delivery of a comprehensive Supported Housing Needs Assessment (SHNA), with additional Supported Housing Strategies required for two of the participating councils.

The procurement brings together Cannock Chase District Council, Lichfield District Council, South Staffordshire District Council, Stafford Borough Council and Tamworth Borough Council.

Following completion of the Needs Assessment, Stafford Borough Council and Cannock Chase District Council will also require the successful supplier to complete a Supported Housing Strategy.

The contract has an estimated value of £130,000 excluding VAT and is expected to run from October 2026 to July 2027.

Service Requirements

The successful supplier will be responsible for delivering a comprehensive Supported Housing Needs Assessment covering the five participating local housing authority areas:

  • Cannock Chase
  • Lichfield
  • South Staffordshire
  • Stafford Borough
  • Tamworth

Once the assessment has been completed, separate Supported Housing Strategies will also be required for Stafford Borough Council and Cannock Chase District Council.

The procurement covers research consultancy and social research services and has been identified as particularly suitable for small and medium-sized enterprises (SMEs).

Suppliers must register or log in to the procurement portal, search for reference IA3992 under the Opportunities tab and register their interest. The relevant tender documents will then be available under the request documents section.

Staffordshire County Council is carrying out the procurement function on behalf of the participating district and borough councils.

Evaluation Criteria

Tenders will be evaluated using the following weightings:

  • Quality – 70%
  • Price – 30%

A full breakdown of the criteria is contained within the tender documentation. The supplier achieving the highest overall score will be awarded the contract.

Procurement Procedure

The opportunity is being conducted as a below-threshold open competition.

The procurement provides an opportunity for research and consultancy organisations to support five Staffordshire authorities in developing a clearer assessment of supported housing requirements, with the resulting work also informing dedicated Supported Housing Strategies for Stafford Borough and Cannock Chase.
