Community Support for Stroke Recovery & Prevention

The Borough Council of Calderdale is commissioning a Community Support for Stroke Recovery and Prevention Service focused on both stroke prevention and supporting people through recovery.

The service will provide advice and information about stroke and its impacts, alongside support intended to increase choice, control and independence. The contract is expected to commence on 1 April 2027 and run for five years, with the option to extend for up to a further 24 months.

Service Requirements

The commissioned service will support people affected by stroke with information, advice and recovery support.

The service aligns with the prevention agenda under the Care Act 2014 and will have a strong emphasis on helping people to live healthy, active and fulfilling lives within their communities.

Delivery will focus on:

  • Supporting recovery from stroke
  • Providing advice and information about stroke and its impacts
  • Supporting stroke prevention
  • Increasing and promoting individual choice, control and independence
  • Maximising independence
  • Promoting health and wellbeing
  • Supporting people to remain safe within their own homes and communities for as long as possible

The contract covers the Calderdale and Kirklees region under the stated contract location classification.

The opportunity has been identified as particularly suitable for small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs).

A Bidders Event will be held via Microsoft Teams on 1 September 2026 at 10:00am.

Buyer: Borough Council of Calderdale

Deadline: 22 September 2026 at 12:00pm

Enquiry Deadline: 14 September 2026 at 12:00pm

Contract Value: £782,239.99 excluding VAT

Delivery Length: Five years, with the option to extend for up to a further 24 months

Contract Dates: 1 April 2027 to 31 March 2032, with a possible extension to 31 March 2034

All submissions must be made electronically through the YORtender portal. The Council has stated that submissions made by any other means will be treated as non-compliant and will not be evaluated.

Evaluation Criteria

Tenders will be evaluated on:

  • Quality – 70%
  • Price – 30%

Any tender achieving below 50% of the total quality score available — stated as fewer than 30 points from the available 60 points — will be considered non-compliant and excluded.

For the price assessment, full marks will be awarded to the lowest-priced tender, with other submissions scored according to the percentage variation between the highest and lowest prices, as described in the procurement information.

The procurement is being conducted through an open procedure under the light touch regime.

The opportunity provides organisations working in community health and support with a long-term commissioning opportunity focused on stroke prevention, recovery, independence and wellbeing within Calderdale.
